Chinese Development Assistance: Spreading the Wings
Chinaâs growing presence and visibility in international development landscape has been because of its proactive development assistance policies and programmes that span the globe. The lack of transparency has always been a hurdle in analysing Chinaâs development assistance programme. Neither does China adhere to the Paris Declaration on Aid Effectiveness (2005) which advocates transparency, accountability, impact evaluation and monitoring of aid, nor does it want to be in the league of the developed donors. China also opted out of the aid transparency reporting initiatives of the Western powers, such as the International Aid Transparency Initiative (IATI).5 The reasons for the reluctance to publicly disseminate Chinese development assistance data might range from the diplomatic row with Taiwan over its one-China policy to its domestic concerns about backlash from its citizens over its burgeoning external development assistance (Brautigam 2009, 167, 168; Lum et al. 2009, 4).
However, the release of two White Papers on Foreign Aid, in 2011 and 2014 respectively, points to Chinaâs readiness to bring certain level of transparency into its development assistance. Its efforts in the direction of sporadically publishing its development assistance data and slowly moving towards transparency indicate its willingness to shoulder more responsibilities as a development assistance provider and ensuring its position as one of the important players in international development finance. Because China has not released any White Paper on Foreign Aid after 2014, it is difficult to assess the changes in the foreign aid volume and geographical spread after the coming of BRI, which would prove to be a milestone in Chinaâs history of development finance.
